Also, if you want to see if it's the same issue I and my friend have there's two tests. Turn the speakers up a little louder than you would normal have them with no audio playing. Move the mouse cursor over a white background, that seemed to be the most notable

Ever since I moved to Kansas City, every PC I've had has had a weird buzzing noise based on the position of my mouse cursor. As far as I can tell, it's some kind of grounding issue. I solved it by switching to an optical out from the PC to a little amp for the speakers. It was very weird
