Dude. Russian invasion of Ukraine started in 2014. In 2008, they invaded Georgia. In 2009, EBU happily allowed them to stage a military - infested Eurovision with a pink tank on the stage. Less than a year after they ethnically cleansed areas of Georgia. Military aggression was never an issue.

the aggression itself didn't matter, EBU wanted to allow Russia to compete until the channels went fully wild. This was fully a business decision, not a moral nor a political one. The calls to exclude Israel should come from the same position to be effective, not from that simplification.

None of them were judged on the basis of "being at war". Ukraine itself is a victim of a foreign invasion, punishing them for it would be a baffling choice to make. russia wasn't disqualified for "being at war". EBU happily allowed them to compete while engaged in warfare and ethnic cleansing.
