I think it's a variation of the tactical skull, sometimes seen for Airborne insignias, but most often just bought at Hot Topic to look cool. Same mindset as those who put Punisher skull logos on things without thinking once what Frank Castle actually would think of them.

Lodging is already known to be... less than ideal for the soldiers. Perhaps it improved but this was a few days ago for the National Guardsmen sent to L.A.
