OSH Archives: Between 1930 and 1931, nearly 3,000 workers drilled the Hawk’s Nest Tunnel near Gauley Bridge, West Virginia. As they worked 10-to-15-hour shifts, many were exposed to extremely high levels of silica dust without adequate protections.

In California, employers must take steps to protect outdoor workers from heat illness with water, shade/rest, and training. Employers must also have a written prevention plan that is available at all outdoor worksites and in a language that workers can understand.
