It predated VG Filters (9.1?). Back then, if you wanted to have BUILDING sections show at 1/16", but WALL SECTIONS only show at 1/8" or greater, if you made the WS at 1/8", it set HASCT to 1/8", and it didnt show on 1/16". It used to set based on the view you created the Section/Elevation in.
