Someone reacting to Trump's latest outrage: "How is that legal?!" It isn't. It's blatantly illegal, but the law isn't self-executing. The law depends on people acting in good faith and on the premise that it applies equally to everyone. At the best of times, the law is flawed and slow to respond.
