OakDOT had prepared a safety project for this intersection years ago that matched the design from further north on Lakeside, but Fire Department forced a redesign to keep as a multi-lane road If the project had not been redesigned and delayed then it is possible our neighbor would be alive today

Lakeside is a long multi-lane road lacking any traffic calming Neighbors have added their own Please Stop For Pedestrians cones, but those are often run over Pedestrians are most often killed at crosswalks on multi-lane roads. More people will be killed here as long as Lakeside has multiple lanes

From watching traffic here driver's frequently swerve into oncoming lanes to go around a stopped bus. This could have been how Bart was hit. @cityofoakland.bsky.social should add median posts immediately to discourage drivers from taking this dangerous maneuver around the bus

Despite making up just six percent of Oakland Streets, Chinatown is the site of more than 60% of the city’s severe and fatal crashes. Half of Chinatown Streets are on Oakland’s 2024 High Injury Network, which have the highest density of severe crashes. Read more about the 2024 Oakland High Injury Network here: www. oaklandca.gov/resources/high-injury-network-2024. The High Injury Network includes Webster Street and Harrison Street, which community members selected for re-design in the Chinatown Complete Streets Plan. Within Chinatown, the most injury crashes occurred at Harrison Street and 12th Street, where more than 50 people were injured in the past decade. On Harrison Street within Chinatown, more than 150 people were injured in the past decade.

According to neighbors it used to be safe enough for kids to play in the middle of these streets, but now even crossing one risks their life If planned traffic calming for E 16th like 4-way stops, traffic circles, and speed cushions had been added already then they could have saved a life on Friday

We know physical interventions will prevent deadly collisions because we've seen those interventions already work wonders It is so very crucial that we install those safety projects without delay, especially on high injury streets where we know fatalities will happen again
Safe streets advocates in Oakland, such as Traffic Violence Rapid Response, have consistently raised the point that each time a road design project is postponed because of permitting, funding, or other administrative issues, deadly accidents continue apace. On trafficked roads like International and San Leandro, where people are killed and maimed every year, they insist that maintaining dangerous conditions is tantamount to negligence.

Thank you for all the work your team has already put into the Grand Avenue Complete Streets Paving Project. I appreciate the complexity of coordinating with multiple agencies, managing tight budgets, and keeping things moving forward under pressure.

That said, the current design risks missing a critical opportunity. Instead of creating a vibrant, pedestrian-scaled corridor, the plan largely preserves Grand as a freeway on-ramp with scattered shops. It falls short of the city’s goals for safety, connectivity, and economic vitality.

Most concerning:
Protected bike lanes, explicitly called for in the 2019 Oakland Bike Plan, and included in the original design, were removed despite being technically feasible.
The project is funded by Measure U, which legally requires adherence to the city’s bike and pedestrian plans whenever feasible.
Grand is part of Oakland’s High Injury Network. Unprotected bike lanes and wide, fast intersections leave vulnerable road users at serious risk.
Despite being on Alameda CTC’s Countywide Bikeways Network, the design does not meet the county agency’s All Ages and Abilities Policy, which requires more than painted bike lanes along this stretch of road.
This project was meant to calm traffic, reduce crashes, connect bike infrastructure, and support local businesses. The current design doesn’t deliver on those goals, and the community hasn’t been given meaningful choices or clear metrics for success.

We’re asking OakDOT to:
Redesign with safety in mind - including protected bike lanes and intersection improvements.
Use quick-build approaches if needed to reduce costs and gather feedback.
Push Caltrans to follow through on its commitments, rather than scaling back.
Include parking management and better business loading solutions in the final plan.
Reaffirm the project’s original goals and share how success will be measured.

More than 30 people have been killed in traffic crashes on International Boulevard in the last five years. Oakland and AC Transit have a pilot in place, which added flex posts to parts of the road. These changes have clearly not done enough to prevent tragedy - harder interventions are needed.

International Boulevard is 5 lanes wide here: two center bus lanes, a left turn lane on each side, two through car lanes, plus an unprotected bike lane on each side. 78th Ave is one lane each way with parking on both sides. There are striped crosswalks across all legs of the intersection, but no median, bulbouts, or protected intersection islands, as the large number of lanes take up the full width. Skid marks from cars doing donuts are visible on International just east of the intersection. The buildings around the intersection are low-rise commercial.

The draft guidelines would also push first to move bikes to "different corridors," an approach widely disparaged for putting bike routes on winding streets and leaving riders unprotected on main roads to reach their destinations. (AC Transit has also been angling against Complete Streets at MTC)

Since painted bike lanes that use parking for protection can be created very quickly and cheaply, I think they're a key option. The lower Telegraph lanes here in Oakland are great, but at the rate they're being completed (still!) it will take forever to do the rest  of the city.

Our neighbor Tom was killed yesterday while he was crossing International Blvd 💔 A driver speeding in the bus lane hit and killed him. Tom was in his 70s and worked in the neighborhood OakDOT, AC Transit and Caltrans must deploy traffic safety measures before anyone else is killed
On June 14th, 2024, at approximately 8:17 pm, Oakland Police Officers were dispatched 102nd Ave and International Blvd investigate a report of a vehicle versus pedestrian collision.

Upon arrival, officers discovered that a pedestrian appeared to be in the westbound bus lane, when he was struck by a 2011 BMW 535i, which was traveling westbound in the bus lane at a high rate of speed. Upon being struck by the vehicle, the pedestrian was thrown into the eastbound lanes of traffic.

Oakland Fire Department and Falck ambulance services arrived at the scene and provided medical treatment to the pedestrian The pedestrian was pronounced deceased on scene. 

The occupant of the BMW fled the scene. The vehicle was later located by officers. The pedestrian has not been positively identified this time.

It is a tragedy traffic calming was removed from the original $200M project when we knew it was needed We can rectify that now with lane hardening and speed cushions: two simple solutions that are saving lives elsewhere in Oakland We call on OakDOT to install them now on International!

Safest International has ever been was 2018-2019 when orange cones and lane closed signs created one lane of travel with temporary traffic calming We know traffic calming works on International because we have seen it work! We just need to actually deploy it!

International has had crisis levels of dangerous driving for decades, but speeding as worsened since the bus lanes created more opportunities to speed 25% of all crashes in Oakland happen on this one street! We need all hands on deck to fix this now! NOW!

It is crucial that we expedite safety on International

International has been the most dangerous street to travel in Oakland for decades as historically 2 people were killed by drivers every year. Recently it has gotten much worse with 10 people killed on International in 2023 and already 2 people killed this year! International is 5 times more deadly than any other road in Oakland and should be our highest priority to fix. With someone being killed almost every month, we know that each month delayed is another life lost.

Speeding has gotten worse on International since the opening of the bus lanes according to StreetLight Data (the most widely used source for vehicle travel data): https://oakrapidresponse.org/internationalThe increase in speeding is primarily due to drivers using the bus lane to speed. We do not see this extreme level of speeding, collisions, or fatalities on any other road in Oakland. Physical interventions can help address this which you can read in detail here: https://bit.ly/tempo-brt-design-recommendations

Adding soft hit posts to delineate the bus lane will help reduce some drivers from entering the bus lane mid-block, but we need more significant interventions to address the extreme level of speeding. Details on this project here: https://www.actransit.org/quick-builds/international-qb

The number one goal should be to save lives by reducing speeding using the interventions that we know work and to deploy those interventions as quickly as possible. Speed cushions across all lanes of traffic before the crosswalks, especially at bus stops, would effectively reduce speeding on International like they have on High St., where the 14 Line runs.Piloting 12 speed cushions, one for each side of the street, at the 6 stations between 16th and 42nd streets would cost under $100,000 using OakDOT's cost estimates for speed bumps. If monthly evaluation of their effect on speeding and safety demonstrates their success then the pilot could be expanded to a speed cushion on each of the 92 blocks at an additional cost of less than $1,000,000.

Speed cushions are the cheapest known effective solution to address speeding in a way that does not negatively impact bus performance or emergency response. Please initiate a speed cushion pilot on International Blvd this Spring.
