There is an app called Owly that I use. Convenient click in the status bar. Same purpose and as it turns red when on, I don't forget it is running which I used to do with caffeinate

Yep, this sucks. There is an extension that helps though. Search for "Tab Session Manager". It tracks all your tabs in a separate file, complete with history. In the case where "Restore Session" doesn't work, you can reload from this tool instead. Been using it for exactly this reason for years.
