Well, the other side of that is dark matter maybeish it helps. Also, it would be a possible solution partial to the Fermi paradox. I honestly think most intelligent civilizations stop using radio pretty fast. But the main reason is we don't fracking know so dart board lol

A conventional shell there is not enough in our solar system to. Other ways, other systems maybe. Need, well that depends on if some techs are inevitable when you also know X. Massive pop, high energy needs, long amount of time could be enough. If you lack some techs and not others.
