Long term dispersed capacity definitely more resilient. But short term you probably need a ‘delivery authority’ type approach à la the Olympics 130

Definitely needs single minded cabinet level drive (as opposed to new departments) but also sorting out homes England (new CE, early days) and council/RP finance and capacity. 150
