When new buildings are built or bought and they are filling the units, they have to allocate a certain percentage to low income housing and if you fall under the threshold you can apply. 110

I won the low income housing lottery here for an apartment inside of a luxury new build. Their intake process is much more complicated than usual move-in stuff. 120
