Sure? It took 80 years to electrify, has more people living just on the main line than all of Canada, moves 1/3rd of all the combined rail freight in Canada on it, and has 3 orders of magnitude more passenger trips than all of VIA. Wildly different economics.

You've invented "heavily used corridors" which was not in the question. Off the top of my head, the Hudson Bay Railway is 1300km of track that can't even reliably support power poles. It is not unique in Canada. Even the main freight lines cannot justify the expense of overbuilding for ice storms.

If you started on the far side of Quebec, by the time you get to the far side of Ontario, you've crossed all of India. Now add 1 1/2 more Indias, brutal winters, and 0 maintenence crew or power plants for hundreds of KM and you've made it to BC. These trains must be self-sufficient. No one nearby.

Is it? If 'metadata' here is just 'what is necessary to build/link/ship' I'd say anything with static metadata is the outlier. Most of the world still runs on projects built with build systems like Makefiles, CMake, meson, SCons, etc with no consistent metadata at all.

Yeah, for the vast majority of all projects, you don't (and probably won't have millions of users). Simple and rapid development iteration (a the cost of potential future debt) will trump correctness almost all the time when you're just trying to get a job done.

Biggest issue I find at the moment is that the ecosystem just isn't there. The good ol' bootstrap problem. For common needs rust has something most of the time, but Python has nearly 400k more published packages built up over 33 years for every conceivable niche.
