I'm not a lawyer, but based on what I'm reading on the DOJ's site, trafficking seems to hinge on there being a commercial element involved. I could see an argument potentially being made for it (depending on how you define fraternities, social status, etc), but again, not a lawyer.

A bit ago, we had a multi-day, total network failure at work. No internet, no phones (and since we aren't compensated for personal devices, they couldn't demand we use them for work). If you needed something, you had to physically find and talk to someone. Really cut down on trivial bullshit.
