'bureaucrat' is always a straw man argument. these are dedicated, careered employees. If ever there's too much bureaucracy - in practice - it's by the design of elected officials, who typically are catering to a donor/lobby. I imagine career employees hate additional forms and regs like anyone.

definitely this. I would add there's a self-perpetuating problem with corps hiring practices for hourly emps. The 4yr degree requirement is saddled onto positions that simply do not need nor benefit from a 4yr degree. I experienced 1st hand hiring and training entry level, and success was 50/50
