Viktor knows Piltover will accept Hextech helping people as long as Piltover is the primary beneficiary. They're trying to Trojan Horse gem portability, like products designed for disabled people but advertised to able-bodied folks. Or maybe the writers just needed to introduce some weapons.

It's all so juicy. From their dialogue, you'd think they were equal partners, and they seem very in sync during the presentation. But all of the visuals are telling the audience that they're being pulled in different directions. "Our paths diverged long ago. It was affection that held us together."
