Chapters 1, 2.5 and 3 are all about Vision's plan to let poorpeople die for profit and the coverup. Ch4 and Koleda's story are exploiting endanering people to get control of more resources. Yes, the world shattering event happened, but by the time that we're playing order among the survivors has been restored and a stable economy is in place. Now the main conflict is the various smaller groups dealing with large corps like TOPS. 100
