Yep, I think you are correct. I will not live to see it resolved but I believe at least two things need to happen. 1. A genuine look at what caused & allowed this to happen. 2. A concerted plan, effort & programme to repair & rebuild. A focus on retribution I doubt will resolve underlying issues.
