I don't necessarily disagree but I think it's likely more complicated than that. Grocers are at their core logistics and real estate holdings companies, and both of those things have become markedly more expensive over the last decade or two, and both are generally not in the business' control

So I think that expecting a grocer, especially one that isn't a huge chain like Kroger, to provide a 10% discount on everything you self-checkout, is not something that will happen in a way that will actually bring food prices down. To do that you need to address the logistics chain of how food

This isn't theoretical, almost every business already does some form of this price inflation today to compensate for the cost of processing credit card transactions. This becomes more and more problematic the smaller the grocer is because they cannot brute force enough profits thru sheer scale

A required 10% discount on Self-Checkout thus creates incentives to the business to reduce Cashier checkout availability to push customers toward Self-Checkout as well as incentives to preserve slim margins by raising prices generally to cover the discount most customers will receive

Most of the profits from a grocery chain are from: A) Loyalty Programs\selling your purchasing data to advertisers B) Selling preferential placement of products on their shelves to manufacturers\distributors C) Add-on services offered in-store such as pharmacy, jewelry, optical, non-food products

Grocery stores notoriously make very little on the food they sell, typically in the low single digit percentage points of margin. When they offer sales, this typically turns into a multi-point marginal loss. They can do this because their actual money makers are not the food they sell.
