McSweeney tried to set up a think tank for No. 10 before he left government earlier this year, he revealed at a private event in Soho last night. McSweeney said he came to realize it was impossible for the top of government to be "strategic" due to the scrutiny of journalists and because if "you write anything down, it's FOI-able."
Therefore: McSweeney said: "I wanted No. 10 to set up its own think tank that was separate from government, that wasn't government, and then protected it from the level of scrutiny that government needs — but [that] thinking shouldn't have." McSweeney said he wanted a new
"function that sits outside government" to inject some ideas into the Starmer machine at arm's length from Whitehall.
