Monitoring should also capture the conditions under which conflict does not occur, rather than focusing only on conflict events themselves. Counting attacks, damage or removals alone cannot reveal the mechanisms that may prevent confrontation.

Question for researchers in Europe: do you know of cases where Open Access publication fees must go through a public procurement or tendering procedure? I’d be especially interested in concrete examples from public universities or research institutes, and how this is handled..

They know that the strategy will fail, as there is no evidence that would function. The blame is prepared: “too late”, NGOs, the EU. This is precisely why policy needs explicit assumptions, measurable outcomes, and evaluation before and after intervention.

The logic resembles: “It may be too late, but try this warm horse-manure remedy.” If the patient dies or illness get worse: “We warned you it was too late.” A policy protected from failure by its own excuse is not evidence-based management.

Since around 2018-2019, advocates of population reduction have also warned that it may already be “too late”. Yet Băile Tușnad subsequently reduced bear alerts through sustained local action. Context and intervention design matter, although the national proposal largely ignores both.

Romania is set to pass a law allowing 800-900 brown bears to be shot yearly until the population falls to 4000, a figure presented as habitat carrying capacity. Scientific support is lacking for this threshold and for the claim that 4000 bears would ensure coexistence.

Weekdays vs weekends in our forest When more people visit (weekends), bears go almost fully nocturnal. On quieter weekdays they reclaim the daytime - active by day nearly half the time vs ~ a fifth at weekends. Coexistence works because bears do the avoiding.

This bear is communicating. By rubbing its body against the trunk, it leaves scent signals that can carry information about identity, sex or reproductive status. Such spots become real "notice boards" for bears and may be used by several individuals, year after year.

The paradox is striking: in Romania, formal institutions blame NGOs for not implementing human–bear coexistence, although NGOs do not decide public policy. NGOs are vital in democracy, not substitutes for the state. Those with decision-making power blame those without it. The bear simply walks away.

Seasonal bear fashion. We cannot be sure it is pollen, but the yellowish-green coating on its fur suggests it has spent plenty of time in flowering forests and meadows. It seems that even a bear's wardrobe adapts to its habitat. The green shirt suits it surprisingly well.

The cynical motto of non-implementation: “Human lives matter more than nature.” But in practice, people are not protected either. They are used as an argument against nature, while institutions fail to deliver prevention, protection and responsibility. That is not care. It is cost transfer.

European badgers drag dry leaves, grass, and bracken into their setts with their forelegs, shuffling backwards to the entrance. Old, parasite-laden bedding is periodically hauled out and dumped nearby. This turnover reduces fleas and ticks, controls chamber humidity, and peaks in spring with cubs.

Institutions had the money, the legal framework, and the time. They had the tools to prevent many of today's conflicts. That the suffering of affected communities is now used as an argument against prevention (instead of the strongest argument for it) is their failure, not the approach's.

A dangerous populist move is to misinform and incite the very people harmed by institutional inaction. It builds on vulnerability and hopelessness, redirects pain into anger, and turns failed prevention into a weapon against “greens” and coexistence.

Romania’s bear conflict is also a governance failure: EU-style prevention exists, but is poorly implemented. As conflicts grow, institutional inaction is reframed as “Europe failed” or “greens blocked solutions”. Human suffering becomes social polarization.

Wild boars (Sus scrofa) often return to certain “rubbing trees” after wallowing in mud, likely for skin care, reducing ectoparasites, and scent marking. While we sleep, the forest is active.

A lynx recorded within our SESCARNIVORE project, in a Natura 2000 site approximately 10 km from the nearest settlement, in a cultural landscape. Its presence is a reminder of how important natural quietness, low noise levels, and minimal human disturbance are for wildlife in such habitats.
