Part of our problem is definitely the way they're trained, as well as a too-short time period of training. They don't learn enough law. Some of the standard training is shocking. Then there's the normalized difficulty of firing obviously bad cops.

Another Texan here: I get regular automated calls from my local utility asking that I conserve energy on anticipated high-use day. They ask we not use major appliances and set the thermostat at 78. Maybe Cruz just doesn't actually spend summers in Texas. He's such a jerk, though, 100% of the time.
