I think he means "save it for later; don't use it up all at once." Ration it! Too much democracy, rule of law, freedom of speech, freedom of religion, etc. is bad for you. Like an ice cream headache, but for freedom. If you just submit now, maybe later you can have a little speech later, as a treat.
