Russian forces have used cheap, commercially available drones armed with munitions including prohibited antipersonnel mines— they have used these drones to attack people, homes, ambulances, grocery stores, and infrastructure.

New @hrw.org report: Since mid-2024, Russian forces have increasingly used armed quadcopter drones to kill and injure hundreds of civilians in Kherson. Victims were walking, biking, driving, or even receiving medical care when attacked.
