Appears there may be some different interpretations of Exhibit E and the split.
That reads to me as a cliff, once you hit $351M Total Assed Value, it's all a 50/50 split, not 70/30 on first $350M, 50/50 on $1M. And once it hits $650M, it's 85% district, 15% gov on all assessed property.
