Usually the train of tought is also to take an individual that is already physically inpressive and augment them to get something behond the average person. And I think that, yes, you would not get bodybuilder jacked, but moving in a 200 kg armor like a space marine would still jeep you athletic.

It depends what kind of power armor you refer to. The premise of a power armor usually is to augment the physical capabilities of the user, muscle is still required tho beacuse usually it does not prevent fatigue.
