Anyone can argue with a 'best of' (or 'worst of') list, and so many folk have a serious claim to Trump Nazgûlhood . . . so please do argue with mine. E.g. Bessent might be worthy only of the rank of Grey-Faced Wormtongue; dreadful but not with a menacing, ruthless aura. (Like Mike Johnson.)
