OK, what was the life expectancy in 1776? In 1826? I saw that it's estimated that less than 3% of people survived to age 80 in 1776. Today it's 58%.

The rules were written when medicine was still medieval. There's no good reason for these people to not retire in their 60s like a normal person. Mandatory cognitive evaluations after age 65. Nobody over 75 elected or appointed. That's very generous.
