Her passive could do more with sound levels than silencing weapons. She could give a weapon damage increase for allies in affinity range based on the noise lvl in the area around her (like octavias 4).

Banshee needs a rework not bc she "can't hit high damage." In reality she can with sonar and great weapons. But thats the problem- only 2 of her abilities are useful and she's about as good as her weapons (in most cases).
