No it isn't. The whole reason AI isn't Machine Learning is because they're completely different things. ML can't evaluate its own data. It has to be told what is and isn't good data. AI can evaluate and refine its own data in a loop.

They weren't in the majority under George H. W. Bush, so they didn't have the inherent ability to pass legislation (i.e. without considerable bipartisan support), which changed shortly after Clinton was inaugurated. Dunno if that changes anything about Clinton but it is relevant context imo.
