Advisory Speed limit quest dialog (US Style)

Overlay improvements

Places & things overlay: Redid and improved UI, added quick access to previous selections (#6773, #5622)
Places overlay: (All) education-related places are now selectable (#6782), by @mcliquid

Quest improvements

Max speed: Redid UI. The quest is now activated also in the United States (#6758, #813)
Redid UI for quest title speech bubble with smoother ℹ️ area (#6784)
Redid UI for forms creating a note, especially attaching images (#6804)
Power line attachment: Don't ask when several power lines go through one power pole or tower (#6547)

- You’ll now get in-app notifications when a new issue of weeklyOSM is out, the news blog about what’s happening in the OpenStreetMap world (#1796, #6728, #5977)
- You’ll also get in-app notifications about local OSM community events in your area (#6743, #1798)
- You can now change in settings which in-app notifications you want to receive (#6493)
- You can now also zoom by dragging the zoom button up or down (#6719, #6716), by @Helium314
- Redid the UI for opening hours, postbox collection times and parking fee quests with slight improvements, especially in regards to localization (#6691, #6175)

After being worked on for nearly a year a new overlay for MTB difficulties for paths is now ready to be shipped in the next major release of SC. It will be disabled by default, as it requires expert knowledge.
