All of this indicates a multi-layered influence operation in the interests of the Kremlin, with goal to weaken support for Ukraine and Europe's defense capabilities, scare Europeans with the threat of war and mobilization, and discredit supporters of strengthening defense.

The slogan "Russia is not my enemy" is not being used for the first time. In 2024, it appeared on billboards in Italy, later in France and Romania, and in 2026, it was used in pseudo-pacifist actions in Germany.

The goal of this interference is to justify Russian attacks, shift the blame for them onto Ukraine, and increase pressure on foreign representatives in Kyiv.

Of these, 7,067, or 73.7%, were spread by the pro-Russian FIMI network. One of the most prominent narratives in this wave is the portrayal of Russian attacks on Ukraine as a form of "retribution." The FIMI network disseminated this idea in at least 227 publications.
