Yeah citizenship for sure, but these are non-citizens who are still in the process of potentially becoming citizens of the country (which is bilingual French and English) having to pass a French-only test or be ejected from the country before even attempting to become citizens.

The recently elected provincial government of Quebec Canada suggested it would like to make all immigrants and permanent residents take a French-language test 3 years after they arrive, and if they fail, expel them. Not even 'don't act up' just fully 'assimilate enough or get out'.

Basically the issue is that only a Superior Court Judge has the authority/jurisdiction to hear an anti-SLAPP motion, but small claims court doesn't have any Superior Court Judges hearing cases so there's nobody who can do it.
