Rough count: 55 trucks and 180 cars queuing for fuel there, so around half a day's wait. Driver's satnav reads "turn left in 697km", speed 55km/h =>12 hour drive. A 200l fuelling limit would means another stop after ~600km and his journey time almost doubles, with a knock on all down the chain.
