Our current offering is multi-tenant. You are billed by query tokens and storage. Query tokens are the exact slice of compute and memory used for a query. We will also launch the ability to provision a dedicated compute in the same DB soon which will be billed by the traditional VCPU model.

IMO, a better categorization is on use cases. The types of tables Citus supports are pretty useful for SaaS use cases.
