The "raise top speed" in the description is important since, despite the description, both Ring Engine and Hyper Ring Engine only apply a flat speed increase (RE = +3, HRE = +4) So with the flat increase only being in the Super version of Ring Engine, the Hyper Ring Engine might get the same nerf
