But there's a number of places like the ones you list here that are exceptions. At the very least on a personal basis when it comes to stuff like the hotel room and a friend's house, but to a degree where it's actually expected of you to break the "rules" with the changing room and doctor's office!

I think for me it's the fact that all of those are places and times that are exceptions to the general societal expectation around underwear. Generally, on an individual basis, that expectation ranges from you should only be in just your underwear in your home to you should only ever when changing
