This is actually a discourse Dan DiDio went over for a special feature of the 2009 "Superman/Batman: Public Enemies" home video disc. Superman is the fireman who waits for the call and runs out when he's needed, while Batman is the policeman actively patrolling, looking for crime to stop/solve.
