It was not perfect. It was even suspended for periods of time. But it was better than nothing, imo. And, being from that era, when it was in effect, it was effective at times. That is why Reagan cancelled it, though you will probably argue now that Obama drove the final nail, anyway (true)...

I've read the Fairness Doctrine. I lived through its demise. Here is what Reagan Library says: "The doctrine stayed in effect, and was enforced until the Reagan Administration. In 1985, under FCC Chairman, Mark S. Fowler, [...] began rolling the application of the doctrine [...] In 1987..."

I remember 1987 as well, but the Reagan Library lists is strangely as 1985, so went with that. You are correct, "equal time" was wrong term: the Fairness Doctrine required networks "devote time to contrasting views". As well, the Reagan Library lists Fairness Doctrine with 1949 origin, but...
