Makes a lot more sense than epoxy. Don’t know/care about the chemistry but a liquid polymer membrane is a good strategy. Durability is only as good as substrate prep. Can’t skip steps or rush it. Long tears in a properly cured membrane may suggest excessive movement. Tidal Basin is reclaimed swamp.
