Yes. 100%. I really don't see the argument for them not being drones? The Prime VC's explicitly different from the FOC "Soldier", who are seen with distinct personalities in the game. Beast Machines hinges on the point that the VC Generals are "alive" and the others are not

Popped down to Ye Olde Forbidden Planet today, and to our surprise they had shining Blokees! And for a pound cheaper than regular ones too, what a steal! Lia got Shiny Optimus Prime (lucky swine) and I got Beachcomber. Thankfully he's the one I was after, and he doesn't disappoint! #transformers
