The Iranian news agency Mehr published these details from the 14-point draft for a memorandum of understanding between the US and Iran.

An immediate and permanent end to the war on all fronts, including Lebanon.

Within 30 days, the US naval blockade is to be completely lifted and the Strait of Hormuz is to be reopened under Iranian direction.

Iran may charge ships "service fees" for transiting the straits.

Sanctions on all Iranian oil and petrochemical sales are to be suspended.

Frozen Iranian funds amounting to 24 billion dollars are to be released. Half of these funds, as well as the lifting of the naval blockade and oil sanctions, must be granted before the final negotiations begin.

These talks are expected to last 60 days and focus on nuclear issues and the complete lifting of sanctions.

The Iranian missile program and the support of resistance groups are excluded from the negotiations.

The US and its allies must also present reconstruction plans for Iran worth at least 300 billion dollars.

A final agreement is to be approved by a UN Security Council resolution.
