HIDING VIDEOS: After multiple privacy and immigration rights groups filed a consumer complaint about data brokers to the Maryland Attorney General, LexisNexis quietly removed their demo video where they revel in how easy it is to track a person. Luckily, we archived it across multiple platforms.

ShotSpotter, recently rebranded into SoundThinking, has more police records than LexisNexis. From ALPR data to vehicle citations, crime victim details, and integrations with an FBI database that feeds into a private database - local police-generated data is frequently and widely shared.

FOIA Finding: For the first time in my LexisNexis research, an agency signed their agreement with a clear understanding of the data sharing pipeline. Hawthorn, CA commissioned a legal report before proceeding with their AVCC contract. This should be a norm for surveillance adoption or data sharing.

Elk Grove, CA (Just south of Sacramento) has shared over 2.25 million local police records with LexisNexis, giving them private VPN access to copy 911 call data and police reports daily. LexisNexis sells access to these records to other agencies, including ICE, for a profit.

NEW: LexisNexis tries to slow the flow of our research by requesting (or demanding) that local police reach out to them for approval before releasing public records - contrary to how most public records laws work in the United States. Then we received their email via a public records request.

This is significant. The requirements listed in a recent procurement notice for ICE's renewed purchase of LexisNexis Risk's LexID and Accurint Virtual Crime Center products mention inferring identity from "behavioral indicators, device metadata, network signatures, commercial telemetry data".

Maplewood, MN has their data copied by LexisNexis once per hour, at 46 minutes past the minute, every day. 1:46, 2:46, 3:46 every day, LexisNexis copies the city's police data into their own database, where they have a worldwide license to use and distribute it.

Police departments keep telling me to FOIA LexisNexis and Flock. Do other researchers run into this? I'm quite confident that you can't request public records from a private company, but after the fifth department told me to, I'm curious if other researchers get told this as well?

LexisNexis is now disguising Facial Recognition as "Image Matching" to avoid accountability. Instead of asking the city council to approve new facial recognition, police can request an extra $175 per month and get ClearviewAI added to their LexisNexis plan. www.documentcloud.org/documents/28...

1/ If you've dug into Flock audit results for your city, or even if you're a private Flock customer, you may have noticed an October 2025 search for "ICE Detainer" by the North Missouri Drug Task Force. Police doing nationwide lookups at the time typically searched 6,000 agencies. But not NMDTF.

In Minnesota, ALPR and Body Camera audits must be done every 2 years by an "independent" auditor. MNSec has done at least 20 of these audits, including an ALPR audit for Woodbury, and Body Cam audit for Elko New Market. The Police Chiefs of both Woodbury and Elko are on the MNSec board.

Yikes. ICE is asking LexisNexis to integrate with Palantir. This paragraph jumped out at me - they're looking to take "anonymized behavioral indicators" combine it with other data to "infer the identity of the end user." This sounds a lot like LexisNexis' ThreatMetrix, an anti-fraud product.

As Flock Safety is in the news, I'm getting a lot of questions about how they interact with local police? Today I received 265 pages of emails between Flock Safety and the city of Oshkosh, Wisconsin leading up to the cancellation of the contract due to loss of public trust in ALPR technology.

Federal Way PD (WA) receive daily updates confirming that their local police records were successfully copied into a private database run by LexisNexis. Those local records are then sold to thousands of federal, state, and local agencies - including ICE, the FBI, and the U.S. Navy.

1/ An ICE officer swore out an affidavit describing how he found his target: "searching St. Clair County, Illinois jail bookings on LexisNexis." Those bookings are in the Accurint Virtual Crime Center. Illinois is a TRUST Act state, meaning local police can't share jail data with federal agents.

DEC2025 - Minnesota: ICE agent accidentally fired his weapon in a Twin Cities hotel room. He shot through the wall, into the next room through the bed headboard. Local police redacted part of the report, leaving the victim's info but redacting the agent's. www.documentcloud.org/documents/28...

Interesting language from Flock - they use a bit under 1% of images for machine learning, to train their algorithms. For a city that has 250k license plates scans a month, that's 2,500 images of local vehicles that Flock feeds into AI to get better at identifying vehicles.

Email from Flock Safety - These are good research numbers for the claim that ALPRs do not track your location. If a vehicle is read 25 times in one day, then location is being tracked 25 times + it's easy to extrapolate in between. This is where you start to prove ALPR location tracking.

I'm still improving a script that reviews Flock audit data and gives you a list of controversial queries. Review the code here: github.com/segalreport/... It just parsed 1.8 million rows of data in 35 seconds, extracting 6,852 problematic rows for review. Here are a few snapshots of output:
