Impounding funds is illegal and violates spending laws that President Trump himself signed into law. If the Pres is so sure that the programs are ill-conceived, he can ask Congress to rescind them through lawful means. www.cbpp.org/research/fed...

“Pocket Rescissions” Are Illegal
A “pocket rescission” involves transmitting a rescission request so late in the fiscal year that the funds would expire before Congress acts. No such loophole exists. The Administration’s “pocket resc...

In this case, the lies are an attempt to obfuscate that the Admin is illegally withholding funds from longstanding, bipartisan education programs for migrant farmworkers – who put food on our tables - including college support ltd to US citizens & green card holders.

Highly rec this @washingtonsun.com piece showing the harm that's done when the Admin illegally impounds funds & that the Admin often grossly mischaracterizes the public services it is halting, often in service of their relentless efforts to demonize immigrants. www.washingtonsun.com/immigration/...

The impacts for her soon-to-be-former clients are not hypothetical – a cancer patient doesn’t know if she will be able to continue treatment. Others are trying to find ways to get insulin and other needed medications – and may not be able to.

I’ve had the good fortune to talk to a case manager who helps Medicaid beneficiaries with serious health conditions access the care & supports they need. For several weeks, their time has been diverted trying to help people prepare to lose health coverage.

A policy taking effect today reflects the coarsening of our nation and our willingness to put harsh limits on our empathy as people living in the U.S. lawfully with humanitarian immigration protections lose access to health coverage.

If the Admin believes these programs are unworthy, it should have sent a rescission package far earlier in the year so Congress could act, one way or the other, as required by law.

Sharon Parrott @sharonparrott.bsky.social · 29/09/2026
But the ICA is clear: whether the Admin agrees with a program or not, to rescind funds, the Admin must submit a rescission package, and only IF Congress approves it are the funds rescinded.
110
Sharon Parrott @sharonparrott.bsky.social · 29/09/2026
The Admin is impounding $ from programs it disagrees with, such as programs supporting refugees & initiatives aimed at addressing racial & gender inequities.
100
Sharon Parrott @sharonparrott.bsky.social · 29/09/2026
And the Admin’s action also makes clear that SCOTUS needs to reconsider its preliminary view and let private parties sue to force the govt to follow spending laws.
100
Sharon Parrott @sharonparrott.bsky.social · 29/09/2026
But Congress can take action and doesn’t have to wait for the courts. It can try to restore these funds in other legislation (admittedly hard), prevent future attempts to make illegal pocket-rescissions, & create clearer consequences for breaking the law.
100
Sharon Parrott @sharonparrott.bsky.social · 29/09/2026
Congress shouldn’t have to take further action to force the Administration to follow the law – our system of government is predicated on the federal government following the law even when it disagrees and even when it is difficult to enforce those laws in courts.

Sharon Parrott @sharonparrott.bsky.social · 29/09/2026
This isn't about "dialogue": it's an attempt to illegally wrest away Congress's constitutional power of the purse.
100
Sharon Parrott @sharonparrott.bsky.social · 29/09/2026
But you can't have a dialogue when you wait to send up a rescission request with no notice, while the House is already out of town, 5 days before the fiscal year ends.
100
Sharon Parrott @sharonparrott.bsky.social · 29/09/2026
The Admin’s rescission submission also shows that the Admin misrepresented what it was doing to both the Supreme Court and Congress. It claimed that private parties should not be able to sue because it was engaged in an interbranch dialogue with Congress.
100
Sharon Parrott @sharonparrott.bsky.social · 29/09/2026
Why's the delay in funding until end of the yr illegal? B/c ICA says funds can't be withheld/delayed w/o transmitting a rescission request to Congress & then only for a prescribed/limited period of time & even then the Admin has to follow funding laws until Congress takes action.
100
Sharon Parrott @sharonparrott.bsky.social · 29/09/2026
This announced impoundment is best viewed as a confession. The Admin is claiming a non-existent right to NOT use the funds provided by Congress for their lawful purpose; it is employing a timing gimmick that relies on having ILLEGALLY withheld the funds up until now.
101
Sharon Parrott @sharonparrott.bsky.social · 29/09/2026
But, worryingly, SCOTUS took a preliminary view that would make it hard for private parties to sue in court to uphold spending laws even if a court reaches the conclusion that what the Trump Administration is doing violates the law.

But SCOTUS allowed the Admin to keep withholding the funding while the case continued & the funding expired at the end of the fiscal year even though no court found the Admin’s actions legal.

That showed we have policy tools — like an expanded child tax credit and help for people who lose their jobs — available to reduce poverty markedly. We should use them.

Today’s data show the key role basic needs programs can play. Refundable tax credits lifted 6M ppl above the poverty line &SNAP lifted more than 3M ppl above the poverty line, the ACA marketplace & Medicaid provided much needed coverage to tens of millions of people.

Sharon Parrott @sharonparrott.bsky.social · 15/09/2026
Even with the progress in 2025, there was a lot of work to do. 44M ppl lived in families w/ incomes below the poverty line, 27M ppl had no health insurance, & income inequality after taxes stood at its highest in ~17 yrs.

Sharon Parrott @sharonparrott.bsky.social · 15/09/2026
In 2025, poverty showed signs of improvement, incomes rose as wage gains outpaced inflation, and the uninsured rate remained at historic lows. Rather than build on this progress, the deep cuts in food assistance/health care are increasing poverty & hardship.

Without a cost-shift delay, states will have to make budgeting decisions in state leg sessions starting in Jan. States that are unable or unwilling to pay the new SNAP costs will have to drop out of the program entirely, ending SNAP to all children, adults & seniors.
110
Sharon Parrott @sharonparrott.bsky.social · 06/08/2026
A main reason is the requirement that most states pay 5-15% of SNAP costs, shifting billions onto states. Error rates determine the amt of the cost shift, so hasty efforts to ↓ errors has led to impenetrable red tape. www.nytimes.com/2026/07/20/u...

The good news: The bill was revised to both delay the massive SNAP cost shift enacted in the Republican reconciliation law last year for a year & give states one more year to bring down their error rate. But it also cuts SNAP more deeply in future years, among other problems.
