The US is not part of the ICC and is not bound by its terms. What Trump and Rubio are doing is protecting Israel. While Israel is also not a member of the ICC, Palestine is. That allows the court to have jurisdiction in Gaza to investigate crimes and issue warrants there.

No, no it's not. He's alluding to the fact that Ukraine has significantly disabled Russia's diesel fuel production. The fact remains that even if Russia could produce that 2 million bbls/day, it wouldn't export it to the world market. Russia does NOT export diesel fuel due to its own domestic needs
