KOSA creates a "duty of care" requiring social media platforms to prevent content that could cause minors to experience anxiety, depression, or other harms. The bill doesn't bother to define those terms, which means whoever runs the Federal Trade Commission gets to decide what counts as harmful. That person is currently Andrew Ferguson, who has made clear that he considers transgender healthcare and LGBTQ content to be threats to children.
