Press release on 3-year extension of sanctions may look like a positive development and it is. Unless you spot an 🐘 in the room - 🇷🇺 oligarchs Usmanov and Fridman were delisted. No clue what is behind this decision, but it has pointed to an alternative route to lifting the sanctions.
