Regarding tarriffs. There seems to be confusion so let me put it clearly.
1) Having a trade deficit with a country is, in of itself, meaningless.
2) Tarrifs are paid by domestic consumers. Not foreign governments.
3) Tarriffs should be used to protect embryonic industries or economies only.
