Seems like a misunderstanding of what substantive is to a normal person. Maybe if there were mandatory vacation or maternity leave or paid childcare people would notice. But that all got sanded off into a bill of indirect help when people have high rent and expensive groceries and medical bills.

This is part of why the AAA "Walk at a snail's pace in a straight line because we took your weapons away" is so common. They won't actually disempower the player in any real way OR let them wander off and "lose". So they have to just show the player something bad in a scene around them. It's lame!
