The nomination of chair/secretary aren't supposed to happen until after roll call. After roll call, you can do a point of information for those officers to be identified and, once you're told, do a point of order for their election to be in order pursuant to 6-156 of the Election Law

I mention this because when there was such a meeting in 2018 for MD 1, those were parts of the procedure (I seconded the nomination of the secretary) which are necessary for the certification that has to be filed with the BOE.

Make sure that 1) a temp chair and a secretary are nominated; 2) they are elected; 3) there is a motion to make the temporary officers the permanent officers; 4) that motion is passed. They didn't do all of those steps last year, and it actually (if anyone sued) would have nullified the meeting.
