EXECUTIVE ORDERS
Executive Order on Addressing the Threat Posed by
TikTok
INFRASTRUCTURE & TECHNOLOGY
Issued on: August 6, 2020
ALL NEWS
By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), and section 301 of title 3, United States Code,
1, DONALD J. TRUMP, President of the United States of America, find that additional steps must be taken to deal with the national emergency with respect to the information and communications technology and services supply chain declared in Executive Order 13873 of May 15, 2019 (Securing the Information and Communications Technology and Services Supply Chain). Specifically, the spread in the United States of mobile applications developed and owned by companies in the People's Republic of China (China) continues to threaten the national security, foreign policy, and economy of the United States. At this time, action must be taken to address the threat posed by one mobile application in particular, TikTok.
TikTok, a video-sharing mobile application owned by the Chinese company ByteDance Ltd., has reportedly been downloaded over 175 million times in the United States and over one billion times globally. TikTok automatically captures vast swaths of information from its users, including Internet and other network activity information such as location data and browsing and search histories. This data collection threatens to allow the Chinese Communist Party access to Americans' personal and proprietary information - potentially allowing China to track the locations of Federal employees and contractors, build dossiers of personal information for blackmail, and conduct corporate espionage.

i don’t know how related this was to Danielle Smith’s abrupt resignation from radio, but I made sure to push a complaint about her on-radio misinformation to the CBSC and that did get a response from her bosses. 2 weeks before the CBSC ruling, she resigned. the ruling was in her favour so 🤷🏾‍♂️

Re: CBSC #2021-0061
Dear Sami,
The Canadian Broadcast Standards Council (CBSC) has asked us to respond to your concerns regarding The Danielle Smith Show.
At Global News Radio, 770 CHQR we take our responsibility as a broadcaster very seriously and strive to ensure all of our programming complies with the
Broadcasting Act, the Radio Regulations and the Codes administered by the CBSC, including the Canadian Association of Broadcasters' (CAB) Code of Ethics. Our station is committed to providing unique dialogue and perspective on the stories our listeners are talking about. Our format is "News/Talk" with a programming line-up consisting of news, talk and information directed at an adult audience that covers a diverse range of topics.
The Danielle Smith Show is a public affairs program that encourages open debate and pubic analysis. Clause 5 of the Canadian Association of Broadcasters' (CAB) Code of Ethics allows that broadcasters are "entitled to provide editorial opinion, which shall be clearly labeled as such and kept entirely distinct from regular broadcasts of news or analysis". Unlike a newscast, a radio show offering social commentary is not constrained by the same need for objectivity, and its host is entitled to take a point-of-view on subjects that may be controversial.
The YouTube clip included in your correspondence was only a portion of a much larger conversation with Alberta's Education Minster, Adriana LaGrange, on September 4, 2020, at 11am MT without providing the full scope and context of that interview. During the course of the interview in question, our host and the Minister touched on a wide range of topics relating to plans for reopening our schools, including the impact COVID-19 has in comparison to Influenza on school aged children. As a public affairs program host, Danielle shares her opinion that there should be some return to normalcy with children heading back to school. She then asks the Minister multiple questions related to provincial plans, including what the three different phases will look like, how outbreaks will be handled, as well as, how other countries and jurisdictions are dealing with the return to classes, and whether there are practices from outside Canada that may be worth adopting. While Danielle does share her own opinions on these topics, Minister LaGrange is also given ample time to respond and provide her perspective, including the fact that provincial plans also take into consideration the risk that school age children bring COVID home and the potential impact on those in a higher risk category. While we do understand that you may have a different opinion, we are confident that this balanced and informative commentary does not fall afoul of broadcast codes and standards.
We acknowledge and respect that even our most informed listeners will naturally have their opinions and judgements shaped by their own life experiences and political viewpoints. Taste is an extremely subjective element relative to the point of view of an individual. However, through CBSC Decision 10/11-2201 the Council clarifies that:
"The CAB Code of Ethics Clause 1 points out that broadcasters should provide programming that appeals to a variety of audience tastes and preferences. In cases where there are no Code breaches, viewers who find the program objectionable must regulate their own (listening) via the on/off switch".BSC

Re: CHQR re Danielle Smith Show
Dear Sami Fouad,
Further to your complaint in the above-mentioned matter, the CBSC Secretariat listened to the episode of the Danielle Smith Show that aired on September 3, 2020 on CHQR. The CBSC Secretariat has also read all of the correspondence: your complaint of September 10, your email of September 16, CHQR's response dated October 29, your Ruling Request of October 31, and your email of January 11, 2021.
The CBSC Secretariat understands that you may have a different opinion; however, as explained below, the CBSC has dealt with similar issues in previous decisions and has concluded that they do not constitute breaches of any CBSC-administered codes. There is, therefore, no need to send your complaint to a CBSC Adjudicating Panel for review.
The Danielle Smith Show is a talk show in which the host, guests and callers discuss public affairs and current events. The segment in question was an interview with Alberta Education Minister Adriana LaGrange about the province's plans for re-opening schools in September during the COVID-19 pandemic.
Your complaint was that the program presents false claims and misinformation about
COVID-19, particularly the statement that the common flu is more deadly than the virus that causes COVID-19.
In its response, CHQR pointed out that the Danielle Smith Show is an opinion-based program and provided the sources on influenza that Smith used as a basis for her questioning on that issue.
The CBSC Secretariat has examined your complaint under Clause 6 of the Canadian Association of Broadcasters' (CAB) Code of Ethics which requires the full, fair and proper presentation of news, opinion, editorial and commentary, as well as Clause 7 of the code, which requires a fair and balanced presentation of controversial public issues. The CBSC begins its assessment of any complaint with the principle of freedom of speech in mind. Although that freedom is not absolute in Canada, it is a cornerstone of Canadian democracy.
In previous decisions, the CBSC has explained that hosts and participants on opinion-based talk shows are fully entitled to present their viewpoints on the subjects being discussed.
Even if the opinions are provocative, controversial or unpopular they are allowed to be expressed on air. Furthermore, hosts are allowed to be critical of government authorities and their actions and policies.'
The information about COVID-19 during the pandemic is constantly evolving. Even reputable medical professionals sometimes give conflicting details. Within that context, Smith questioned LaGrange on the province's plans for reopening schools, including what factors could result in another lockdown, which other jurisdictions the government was studying for guidance and whether the government was taking into account the needs of all parties (students, parents, staff). Smith also asked whether the province would take a similar approach to influenza outbreaks in schools since influenza seemed to be more deadly for children than COVID. Smith was fully entitled to pose these questions and LaGrange was given ample time to answer each question and present the government's viewpoint on the matter. Smith concluded the segment with the message that the public should continue to push for more freedom since she has not received a satisfactory answer regarding what
"success" looks like in combating the pandemic.
In conclusion, the CBSC Secretariat can see no aspect of this file that requires adjudication by a CBSC Panel. If there is, however, any way in which the CBSC can be of assistance regarding any future issue, please do not hesitate to contact us.
Sincerely,
BSC nantate

The legal basis that X asserts in the filing is not terribly interesting. But what is interesting is that X has decided to involve itself at all, and it highlights that you do not own your followers or your account or anything at all on corporate social media, and it also highlights the fact that Elon Musk’s X is primarily a political project he is using to boost, or stifle, specific viewpoints and help his friends.
